Holding Back the North Sea

After the 1953 flood killed 1,836 people in a single night, the Dutch spent four decades engineering the sea into submission.

On the night of 31 January 1953, a vicious northwesterly storm arrived over the North Sea at the same moment as a spring tide. The sea rose metres above normal and kept rising. In the small hours of 1 February, dikes across the southwestern Netherlands began to fail — not in one place but in dozens — and the water poured into the sleeping polders of Zeeland, South Holland and North Brabant. There was no flood warning system worth the name; radio stations were off air for the night, and in many villages the only alarm was a church bell. By the time the sea was done, 1,836 people in the Netherlands were dead, along with more than 300 on the English coast, and roughly 100,000 Dutch citizens had been driven from their homes. The disaster is remembered simply as the Watersnoodramp — the flood catastrophe.

The response was extraordinary for its speed and its ambition. Within three weeks the government had convened the Delta Commission, and the plan it produced — the Delta Works — proposed something audacious: rather than raising every dike along hundreds of kilometres of vulnerable estuary, the Dutch would shorten their coastline, sealing off the sea arms of the Rhine–Meuse–Scheldt delta with a chain of dams, sluices, locks and barriers. The most heavily populated regions were to be protected against a storm so severe it would be expected only once in 10,000 years — one of the most demanding safety standards ever written into civil engineering.

Closing the estuaries

The works proceeded like a training programme, small to large. The first, completed in 1958, was a storm-surge barrier on the Hollandse IJssel, guarding the low heart of the country near Rotterdam. Then came the closures of the Zandkreek and Veerse Gat, the vast Haringvliet sluices in 1971, and the Brouwersdam in 1972 — each project teaching techniques for the next, from sunken caissons to cable cars strung across tidal channels to drop stone into the racing water.

Then the plan collided with a changed country. The final and largest closure, the Oosterschelde — the Eastern Scheldt — was meant to be a solid dam. But by the 1970s, environmentalists and mussel and oyster fishermen were fighting to save the estuary's tides, on which an entire salt-water ecosystem and industry depended. The compromise, agreed after fierce national debate, became the crown of the whole enterprise: the Oosterscheldekering, a storm-surge barrier roughly nine kilometres across, carried on 65 colossal concrete piers with 62 steel gates hung between them. The gates stand open in normal weather, letting the tide breathe in and out, and drop only when a surge threatens. Queen Beatrix opened it in 1986, beside words that became the project's motto: here the tide is ruled by the moon, the wind — and us.

One gap remained: the shipping channel to Rotterdam, Europe's greatest port, which no fixed barrier could block. The answer, completed in 1997, was the Maeslantkering — two enormous floating gates parked on the banks, each with latticework arms about as long as the Eiffel Tower is tall. When a dangerous surge is forecast, a computer system closes them automatically, swinging the gates out across the waterway, flooding them so they sink onto a sill. Its completion is generally taken as the finish line of the Delta Works, 44 years after the flood.

A country below the sea

The Delta Works make sense only in a country with the Netherlands' peculiar geography: roughly a quarter of it lies below sea level, and well over half is vulnerable to flooding from sea or rivers. The Dutch had form — the 32-kilometre Afsluitdijk had already tamed the Zuiderzee in 1932 — but the Delta Works were of a different order, and the American Society of Civil Engineers later named them among the Seven Wonders of the Modern World. The old saying holds that God created the world, but the Dutch created the Netherlands.

The barriers are also a national memorial with moving parts. Every gate that drops in a winter storm is a message from 1953, when the sea found a sleeping country with its defences down. The Netherlands rebuilt so that it would never be surprised again — and then, in the Oosterschelde, discovered something rarer than safety: the confidence to leave a door open to the sea it had beaten.
